This decision empowers the MoD's DOT to administer the Prozorro Market electronic catalogue for defence customers.
Four categories: From pick-ups to buggies
At the first stage, the catalogue will feature four categories:
- new pick-up trucks
- motorcycles
- quad bikes
- buggies
Access to the catalogue will be restricted to the Ukrainian Defence Forces, with the range of goods to be expanded in line with military needs.
“Defence units that rely on decentralised budgets to select and purchase necessary supplies usually go through the entire procurement cycle themselves. From now on, part of this process will be taken over by the Defence Procurement Agency,” said Defence Minister Mykhailo Fedorov.
Automatic evaluation of offers
With its new status, DOT will oversee:
- market consultations
- standardisation of product category requirements
- formation of qualification criteria for participants
- processing of offers and supplier accreditation.
This means defence customers will simply select the required product category in the catalogue, after which the system will automatically evaluate offers from verified suppliers whose goods meet established standards.
“We take responsibility for the market, the requirements and the checks. For the military, this means a simpler, faster procurement procedure and the ability to obtain necessary equipment within tight deadlines,” noted DOT Director Arsen Zhumadilov.
The mechanism creates a single-entry point and transparent, standardised rules for suppliers, while for the military it ensures fast-track purchases, reduces administrative burden, and saves resources.
Last year, the Government simplified pick-up procurement for military units, allowing prices to be set on the basis of expert reports.
