
What the new approach involves
Until now, there was no procedure allowing the Ministry of Defence to purchase innovations for testing within the Armed Forces. As a result, new technologies reached the troops haphazardly.
The Government’s resolution introduces several key changes:
- The Ministry of Defence may now quickly procure innovative products through a streamlined process.
- Ukrainian military units receive innovations for combat testing and decide on their effectiveness.
- Solutions proven in battle gain a pathway to inclusion in official supply requirements.

“In modern warfare, victory belongs to those who implement technology faster. Solutions developed today must be working on for the battlefield tomorrow,” emphasised Defence Minister Mykhailo Fedorov.
What advantages will the Defence Forces gain?
This project, together with earlier reforms to UAV procurement, is designed to ensure that the Armed Forces receive only equipment proven to be effective.
It covers innovative products, technologies, software, and solutions that can strengthen military capability immediately. The approach shortens the path from development to deployment, enables faster responses to frontline needs, and establishes a consistent feedback loop between the military and developers.
“Our task is to ensure that the most effective technologies reach the forces as quickly as possible and are scaled up,” stressed Defence Minister Mykhailo Fedorov.
