Ministry of Defence grants first Defence City resident status to Vampire drone manufacturer

The Ministry of Defence has designated the first Defence City resident.

“Defence City represents a systemic state policy aimed at creating favourable conditions for scaling up defence production, attracting investment, and developing Ukraine’s defence industry. We invite Ukrainian manufacturers to join Defence City and become part of a new industrial ecosystem that strengthens the country’s defence capability,” stated Minister of Defence Denys Shmyhal.

Residents of the new legal framework are granted tangible instruments to develop production, including:

  • exemption from corporate income tax if profits are reinvested in development
  • exemption from land, property, and environmental taxes
  • simplified customs procedures
  • special guarantees for information protection and the confidentiality of company data for the duration of the legal framework
  • state support for relocation and for enhancing the protection of production facilities, where necessary.

How a defence enterprise can become a Defence City resident

Under the procedure approved by the Government, enterprises must submit to the Ministry of Defence an application for Defence City resident status along with a set of documents, including a report on compliance with legal requirements, financial and audit documentation, and information on participation in state defense contracts.

Documents may be submitted either electronically, with a qualified electronic signature, to admou@post.mil.gov.ua, or in hard copy by post to 6 Povitryanykh Syl Avenue, 03168, Kyiv.

Following the review of the submitted documents, the Ministry of Defence decides to grant or refuse Defence City resident status, or to return the application without review. If the decision is positive, the resident’s details are entered into the Defence City register.
