How to codify a weaponry component: MoD explanations

The process of codifying weapons, military and specialised equipment is set out in the Instruction on the organisation of supply of weapons, military and special equipment in the Ministry of Defence of Ukraine during martial law, as approved by MoD Order No. 354/нм of 28 May 2025. Paragraph 5 of the Instruction covers developing and supplying components of weapons and military equipment.

The algorithm

  • The developer (supplier) prepares product documentation — a description sheet of components with names and performance specifications, test results, working design documentation for manufacturing, and company information (legal address, entity code, and contact details).
  • The developer sends these documents to the logistics service of the relevant military authority.
  • The logistics service determines whether the components are urgently needed. If interested, it approves the performance specifications.
  • Once the need is determined and the performance specifications are approved, the logistics service informs whether tests are required (where there have been none). It also notifies the Main Directorate of Technical Evaluation and Quality Control of Weapons and Military Equipment to organise checks of production capabilities.
  • The logistics service sets up a commission to examine test results and issue conclusions on whether they are adequate to validate the performance specifications.
  • The commission drafts a report, stating whether the tests are adequate to validate the declared performance specifications and recommending whether the components should be accepted for supply.

After receiving the test report and the full set of design documentation, the logistics service arranges for the commission to process them. If the outcome is positive, it submits a codification application to the Main Directorate for Lifecycle Support of Weapons and Military Equipment, which then codifies the specified component.
