The document sets out clear principles for protecting rights to defence technologies and ensuring their effective use in production for the needs of the Defence Forces.

Ukraine’s unparalleled battlefield experience continues to generate solutions that are changing modern warfare.

“Our goal is to protect the rights to defence technologies and ensure they are efficiently used in defence production,” said Defence Minister Mykhailo Fedorov.

The updated policy introduces:

  • Protection of rights to technologies created in the public sector or purchased with government funds.
  • Clear rules for government customers and companies on managing intellectual property.
  • The ability to scale up existing solutions effectively in production.

Private companies may adapt these approaches to suit their own operational needs.

Scaling solutions and partner cooperation

The introduction of this policy establishes a single set of rules for all defence market players, enabling faster integration of technologies into production.

“Respect for intellectual property rights underpins trust in relations with international partners and is a condition for developing joint defence projects,” emphasised the Defence Minister.

The Ministry of Defence continues to build a transparent and effective system for defence innovation. This marks another step towards Ukraine’s technological independence and the scaling up of top-tier solutions for the frontline.
