“The updated digital Defence Manufacturers Register represents a fundamental step toward transparent defence procurement. This decision forms part of the State Anti-Corruption Program and our consistent progress toward a modern, efficient digital ecosystem designed to meet the needs of the military,” said Denys Shmyhal, Minister of Defence of Ukraine.
The objective is to increase transparency and efficiency in defence procurement, reduce the risk of contracting with unscrupulous suppliers, and promote fair competition in the defence sector.
What the electronic Defence Manufacturers Register will deliver after implementation:
- For contracting authorities: an up-to-date and secure directory of suppliers, along with tools for risk assessment.
- For manufacturers: more transparent conditions for participation in defence procurement.
- For military and political leadership: in the longer term, comprehensive data on defence-industry capabilities to support decision-making.
The Register operates as a closed system with distributed user access rights. This approach reduces the risk of data leakage and ensures a secure environment for participant interaction. The decision was adopted as part of the implementation of the State Anti-Corruption Program.
“During wartime, information on Ukrainian defence manufacturers is sensitive and limited in availability. Consequently, contracting authorities often relied on direct outreach to individual suppliers or informal searches, reducing competition and potentially creating corruption or security risks. The Defence Manufacturers Register will provide a secure link between state defence contracting authorities and manufacturers,” said Oksana Ferchuk, Deputy Minister of Defence for Digital Development, Digital Transformations, and Digitalization.
“Through the Register, state defence contracting authorities will be able to issue requests for price quotations and obtain verified information on suppliers. Suppliers, in turn, will receive all requests related to the goods, works, and services they have declared in their own electronic accounts. This will ensure more transparent access to procurement,” commented Artem Romaniukov, Director of the Digital Transformation Directorate at the Ministry of Defence of Ukraine.
